Report on Activities:
Women and Alcohol: Jenna and Shaun from GRIP gave a synopsis of their presentation on “Women and Alcohol” presented at Deaconess Hospital and MSU. The State Addictions Bureau funded the presentation because it is a public health issue. Some of the areas covered were:
Help for health care givers to do screening or brief intervention in the Hospital ER.
What is risky drinking?
Health risks associated with alcohol including fetal alcohol syndrome.
Affects on jobs and family life.
Alcohol and older women.
Educating people about a “standard drink” and the American Medical Association guidelines on the recommended limits for alcohol consumption.
Jenna also discussed the grant applications to AAA and Traffic Safety to start a screening/intervention program in hospital emergency rooms. Hospitals report that the 25% of their admissions are alcohol related. So far there has been no response from the granting agencies.
By-laws
Matt stated that Kate Denwitty, the county civil attorney, needs to insert the correct language in the bi-laws to have them approved. Jenna stated that Ms. Denwitty has the correct language and needs to complete as soon as possible so the Task Force and Commission can add and approve new members.
Midnight Mania – Bob Larson
Officers from the Sheriffs Department and MSU conducted 137 demonstrations of the fatal vision goggles.
The attendees were a diverse group including different ages and ethnic backgrounds.
The contest to determine the number of standard drinks that would fit in the large wine glass was well received. The goal of educating the attendees on what a standard is seems to have worked based on the questions they asked. Follow-up information will be sent to those who gave their email addresses on the contest form.
New Business
Every 15-Minute Program – Presented by Christina Crow of Belgrade.
Every 15 Minutes is a two-day program that includes a realistic dramatization of the consequences of drinking and personal safety that includes everyone from students, teachers, parents, police officers, emergency response personnel and coroners.
Christiana stated they are trying to institute this program at the Belgrade High School by May of 2006. They are seeking funding from several organizations in the community including the Gallatin County DUI Task Force.
They have requested $6,000 from the task force that would include a professionally done video of the different aspects of the program. The video would be used for DUI prevention training at Belgrade High School. Their plan is to repeat the program every three years to keep it current for the school.
Matt asked how much of the program was directed at abstinence. He felt the program would be more effective if it addressed drinking and driving versus just underage drinking. Matt asked what is the mission of the task force. Jenna replied that for minors it is to prevent under age drinking and for adults it was to prevent drinking and driving.
Jenna stated that because of the large amount requested for The Every 15 Minutes Program, it would cut into grants of other programs traditionally funded by the task force. The task force may have more money later in the year, but that is an unknown. Jenna stated that providing seed money for this program versus full funding would be more inline with what the task force has traditionally done.
Sherrie moved that the task force provide $1,000 for The Every 15 Minutes Program. Seconded by Katie. Motion carried.
Finances
Mini-grants
Belgrade PD - Sherrie moved that $1,000 be funded to purchase a DUI Processing Room Video System that will be used by multiple agencies. Seconded by Katie, motion carried
Bozeman PD – EJ Clark moved that $129 be funded to purchase 1 Fantom CD/DVD Burner, $225 for 1 VHS-DVD Burner, and $450 for Fatal Vision Goggles. Seconded by Katie, motion carried.
West Yellowstone PD – Katie moved that $270 be funded to purchase 6 digital pocket recorders. Seconded by Kenneth, motion carried.
Three Forks – Matt moved that $3500 be funded to purchase DUI Processing Room Video Equipment that will be used by multiple agencies. Seconded by Katie, motion carried.
GC Sheriff – Request for $3,575 to purchase mobile car video needs more discussion. Bob motioned that the request be tabled until the January 2006 meeting. Katie Seconded, motion carried.
Manhattan PD – Requested $180 for 4 digital pocket recorders. Bob motioned to approve. Seconded by Alex, motion approved.
GC Safe Kids, Safe Communities – Request for $1,400 to fund media event with visual display.
Jenna stated that we are not sure what the event is based on the mini-grant request. They are mandated to do a percentage of their events on DUI. The grant request is not specific enough.
Sherrie stated that they should come and discuss before we vote.
Bob motioned to table the request until the November meeting to allow them to be present and clarify the request. Sherrie seconded, motion carried.
CAT/GRIZ Event – Request for $500 to fund a public service announcement add in the Bozeman Chronicle. Katie motioned to approve. EJ Clark seconded, motion approved.
Overtime Patrols
CAT/GRIZ Event Overtime – The GC Sheriff, Bozeman PD, and MSU PD each request one 5-hour shift for OT. Katie motioned to approve. Seconded by Sherrie, motion carried.
MHP Overtime– Sherrie stated that the Highway Patrol requires a one-year contract for funding overtime received from the DUI Task Force. Jenna replied that the task force cannot fund OT for the entire year due to the amount budgeted and the uncertainty of receiving additional money. Sherrie will bring up at the next meeting.
